What Is an AI Center of Excellence — and Why Most APAC Enterprises Get It Wrong
An AI Center of Excellence (CoE) is the organisational unit that owns an enterprise's AI capability strategy: setting standards, selecting tools, building internal talent, and governing how AI is deployed across business units. Done well, it is the difference between a company that ships AI systematically and one that runs perpetual pilots. Done poorly, it becomes a committee that produces governance documents while business units route around it.
The majority of APAC enterprises that attempt to establish an AI CoE fail within eighteen months. The failure modes are predictable and largely avoidable. This playbook documents what works in the Asian enterprise context — drawing on the distinct organisational dynamics of Japanese keiretsu structures, Korean chaebol governance, Singapore regional HQ models, and the hybrid corporate cultures of Hong Kong-listed conglomerates.
The Three Governance Models (and When to Use Each)
The foundational decision for any AI CoE is its governance structure. Three models account for roughly 90% of enterprise implementations:
Model 1: Centralised CoE
The centralised model places all AI capability in a single corporate unit. The CoE owns the tools, the talent, the budget, and the project pipeline. Business units submit requests; the CoE delivers.
When it works: Companies with fewer than 5 business units, high regulatory sensitivity (banking, healthcare, government), or early-stage AI maturity where standards-setting is the primary need. A centralised model is also appropriate when the CEO has made AI a personal mandate — the CoE derives authority from the top.
When it fails: In diversified conglomerates with P&L-owning business units, centralised CoEs quickly become bottlenecks. BU leaders — who control their own budgets and are measured on quarterly results — will find ways to procure AI tools independently rather than queue for a central team. In APAC conglomerates (CK Hutchison, Astra International, Samsung Group subsidiaries), this bottleneck is near-universal.
APAC-specific consideration: Japanese enterprises often attempt centralised CoEs because the model aligns with nemawashi-based consensus processes and the cultural discomfort with ambiguous authority. However, the same cultural dynamic means the CoE receives requests without adequate context, and the resulting AI tools are rarely adopted because BU staff weren't involved in the design. Centralised models in Japan succeed only when the CoE acts as an internal consultant rather than a delivery team.
Model 2: Federated CoE
The federated model embeds AI capability directly in business units, with a lightweight corporate function providing coordination, standards, and shared infrastructure. Each BU has its own AI lead or team; the corporate function holds the vendor relationships, security standards, and shared model infrastructure.
When it works: Large diversified enterprises where BUs have meaningfully different AI use cases (a manufacturing BU and a financial services BU have almost nothing in common technically). Also appropriate when the enterprise has already run decentralised AI experiments and needs to impose coordination without eliminating BU autonomy.
When it fails: Standards drift. Without active enforcement, the federated model devolves into 47 teams using 47 different tools, none of which integrate. The corporate coordination function needs real authority — ideally budget control over shared infrastructure — or it becomes an advisory body that BUs treat as optional.
APAC-specific consideration: Korean chaebols typically land on a federated-ish structure because subsidiaries (계열사) have genuine legal and organisational independence. Samsung SDS, Kakao Enterprise, and SK C&C each operate AI CoE-like functions within the Samsung/Kakao/SK Groups, with limited coordination at the holding level. Mid-market Korean companies (500-2,000 employees) should not try to replicate this — they lack the headcount to staff N BU AI teams. Federated works only when each federated node has at least 2-3 dedicated AI practitioners.
Model 3: Hub-and-Spoke CoE
The hub-and-spoke model is the most common structure in APAC multinational mid-market enterprises. A corporate "hub" team (4-8 people) owns standards, vendor relationships, shared infrastructure, and capability-building. "Spoke" roles (typically 0.5-1.0 FTE AI Champions) are embedded in each business unit and act as the interface between BU requirements and the hub's capabilities.
When it works: Mid-market enterprises (200-1,000 employees) with 3-6 business units or functions, where neither full centralisation nor full federation is appropriate. The AI Champion model distributes problem-sensing without requiring a full AI team in every BU.
When it works especially well in APAC: The AI Champion role maps cleanly onto existing liaison-function patterns in Asian organisations. In Singapore, it mirrors the "business partner" model from HR and Finance. In Japan, it maps to the 企画 (kikaku — planning) function within BUs. In Korea, it resembles the team lead (팀장) coordination role. The cultural fit is high because it respects BU autonomy while maintaining corporate oversight.
Hub headcount by company size:
- 200-400 employees: 2-3 hub FTE (typically 1 AI Lead + 1-2 practitioners)
- 400-700 employees: 4-5 hub FTE (Lead + 2-3 practitioners + Programme Manager)
- 700-1,000 employees: 6-8 hub FTE (Lead + 3-4 practitioners + PM + vendor manager)
Standing Up the CoE: 90-Day Launch Sequence
Days 1-30: Foundation
Week 1-2: Mandate and Sponsorship
The CoE must have an executive sponsor at C-level or direct report. In APAC organisations where hierarchy structures authority, a CoE without a clear sponsor will be unable to compel BU cooperation on data access, system integration, or resource allocation. The sponsor does not need to be technically literate — they need to be politically capable of overriding BU resistance when required.
Deliverable: A one-page AI CoE charter signed by the executive sponsor. The charter should state: the CoE's mandate (what it owns), its authority (what it can compel), its service model (how BUs access it), and its success metrics (what it will be judged on in year one).
Week 3-4: Landscape Audit
Before standing up new capability, document what already exists. Most enterprises that think they have no AI have in fact deployed AI in pockets — often by enthusiastic individual employees, often without IT or security review. The audit covers:
- Active AI tools and subscriptions (finance/procurement data is the most reliable source)
- Shadow IT: Microsoft Copilot seat activations, individual ChatGPT subscriptions, departmental OpenAI API keys
- Existing data infrastructure: where structured data lives, who owns it, what quality it is
- Existing governance: any policies, DPA implications, or regulatory constraints that touch AI use
In Singapore and Hong Kong, PDPA/PDPO compliance implications should be surfaced at this stage. In South Korea, the new AI Basic Act compliance requirements need assessment. In Japan, the APPI cross-border data transfer rules affect any use of US-hosted AI APIs. Surfacing these early prevents the CoE from launching programmes that legal will later have to pause.
Month 1 Deliverables: Charter signed; landscape audit complete; regulatory constraints mapped.
Days 31-60: Capability Build
Tool Standardisation
Based on the landscape audit, select 1-2 approved AI tools per use-case category. The goal is not to pick the best tool globally — it is to pick tools that can be governed, secured, and supported across the enterprise. Decision criteria:
- Data residency: Does the tool process data in a jurisdiction the company's DPA/PDPA/PDPO compliance allows? For Singapore government contractors and Korean financial institutions, this is often non-negotiable.
- Enterprise isolation: Does the tool guarantee that company data is not used to train vendor models? Every major enterprise AI vendor now offers this, but verify contractually.
- SSO/identity integration: Tools that require separate logins will not be adopted. SAML/OIDC integration with the corporate IdP is mandatory.
- Audit logging: For regulated industries, every AI interaction may need to be logged for compliance. Verify the tool's audit trail capability before procurement.
- Pricing model: Per-seat models create adoption barriers (BUs resist committing headcount-equivalent budget). Consumption-based or enterprise-wide licensing models are preferable.
AI Champion Network
Identify and formally appoint AI Champions in each BU. These are not necessarily the most technical people in the BU — the best AI Champions are those who understand the BU's workflows deeply and have the credibility to drive adoption peer-to-peer. Technical skills can be supplemented by the hub team; workflow knowledge cannot.
AI Champion appointment in Asian organisations works best when it is framed as a development opportunity and visible to senior management. In Japan, appointment as AI Champion should come with a formal task force designation (プロジェクト担当) and be communicated by the division head, not just the CoE. In Korea, alignment with the formal KPI framework matters — if AI Champion activities are not reflected in performance review criteria, Champions will deprioritise them under workload pressure.
Month 2 Deliverables: Tool standards published; AI Champion network appointed; first CoE operating model communication to all staff.
Days 61-90: First Use Cases
Use Case Prioritisation Framework
The CoE's first deliveries must succeed visibly. Failed early use cases create scepticism that can take a year to overcome. Prioritise use cases using a 2×2 matrix:
- Axis 1 (Value): Estimated annual time saving or revenue impact. Quantify in hours/FTE or SGD/HKD/JPY/KRW equivalent.
- Axis 2 (Feasibility): Data quality + technical complexity + change management requirement. Rate 1-5 (5 = easiest).
High Value + High Feasibility = Run first (typically: meeting summarisation, document Q&A, customer email drafting, report generation) High Value + Low Feasibility = Phase 2 (typically: predictive maintenance, demand forecasting, risk scoring) Low Value + High Feasibility = Reject (solving easy problems nobody cares about wastes credibility) Low Value + Low Feasibility = Reject (obvious)
APAC Use Case Patterns by Sector:
- Financial services: credit memo drafting, regulatory change monitoring, client reporting
- Manufacturing: quality defect root cause analysis, maintenance work order summarisation, procurement RFQ response
- Professional services: contract review, research synthesis, proposal drafting
- Retail/e-commerce: product description generation, customer service response, demand classification
- Healthcare: clinical note summarisation, billing code suggestion, procurement catalogue matching
Month 3 Deliverables: First 2-3 use cases live; usage metrics baseline established; CoE 90-day review with executive sponsor.
Governance and Standards That Actually Get Used
Governance documents that live in SharePoint and are never read are not governance. Effective CoE governance has three properties: it is short enough to be remembered, it is enforced at the point of tool access, and it has visible consequences when violated.
The AI Policy Stack (Three Tiers)
Tier 1 — Enterprise AI Policy (1-2 pages) States what employees may and may not do with AI. Written in plain language, not legal language. Key clauses for APAC enterprises:
- Data classification: what categories of data may be input to AI tools (typically: public and internal data yes; confidential client data, personal data, trade secrets — requires approved tool and DPA review)
- Attribution: when AI-generated content must be disclosed (e.g., client-facing documents, regulatory submissions)
- Human review: categories of AI output that require human sign-off before action (credit decisions, HR recommendations, legal advice, medical information)
- Prohibited uses: explicitly name the behaviours you want to prevent (typically: creating deepfakes, automated manipulation, surveillance of employees)
Tier 2 — Tool Usage Guidelines (per approved tool) Specific guidance for each approved tool: what it can be used for, data classification limits, how to handle outputs, how to report issues. Maintained by the CoE, linked from the tool's SSO provisioning flow so new users encounter it at first login.
Tier 3 — Use Case Approval Process For novel AI use cases that touch customer data, regulated processes, or automated decisions. Not a bureaucratic approval chain — a lightweight review (CoE AI Lead + Legal + relevant BU lead) with a 10-business-day turnaround commitment. The goal is to catch data privacy risks and compliance issues before a team has already built something.
Incident Response
Define before you need it: what happens when an AI tool produces harmful output, a data breach occurs via an AI vendor, or an AI-assisted decision causes a compliance failure?
Minimum viable incident response protocol:
- Report: who to contact when an AI incident occurs (typically CoE AI Lead + IT Security + Legal)
- Contain: how to suspend access to the affected tool without disrupting operations
- Assess: who determines severity and regulatory notification requirements
- Communicate: internal and external disclosure thresholds
- Learn: post-incident review to update policy and controls
In Singapore, a significant AI data breach affecting personal data triggers PDPA notification obligations. In Korea, the AI Basic Act's forthcoming high-risk AI provisions may require incident documentation. In Japan, APPI breach notifications are mandatory for incidents affecting 1,000+ individuals. Establish these triggers in the incident response protocol before they are needed.
Measuring CoE Performance
The CoE's credibility depends on demonstrating measurable value. Avoid vanity metrics (number of tools deployed, number of workshops run) in favour of outcome metrics:
Adoption metrics (leading indicators):
- Monthly active users of approved AI tools (target: >40% of knowledge workers by month 12)
- AI Champion engagement rate (target: >80% completing quarterly upskilling modules)
- Use case pipeline velocity (target: time from use case proposal to live pilot <90 days)
Value metrics (lagging indicators):
- Documented time savings per deployed use case (in FTE-equivalent hours)
- Employee-reported productivity improvement (via quarterly pulse survey, 5-point Likert scale)
- Cost avoidance: shadow IT subscriptions consolidated under enterprise licensing
Quality metrics (risk indicators):
- Incidents reported (target: zero data exposure events; leading indicator of governance health)
- Policy exception requests per quarter (a rising trend signals policy is too restrictive)
- Tool abandonment rate (high abandonment signals adoption issues, not AI failure)
Benchmark from APAC CoE implementations:
- Month 6: 15-25% of knowledge workers actively using at least one approved AI tool
- Month 12: 35-50% active usage; 3-5 documented use cases with quantified ROI
- Month 18: ROI positive (CoE operating cost recovered by documented productivity savings)
- Month 24: AI capability embedded in workforce planning and L&D strategy
Common APAC Failure Modes (and How to Avoid Them)
Failure 1: The CoE as Pilot Factory Symptom: 12+ pilots running, zero in production. Cause: success metrics reward experimentation, not delivery. Fix: gate the use case pipeline — no new pilots until an existing pilot either ships to production or is formally killed. A killed pilot is not a failure; a zombie pilot consuming resources for 18 months is.
Failure 2: The Governance-Without-Authority CoE Symptom: standards published but ignored; BUs procure tools the CoE hasn't approved. Cause: the CoE has advisory authority but no enforcement mechanism. Fix: work with finance/procurement to route all AI tool purchases through a CoE review gate. In APAC organisations, procurement authority is often the most effective governance lever.
Failure 3: The Technical-Team-Without-Business-Alignment CoE Symptom: CoE delivers technically sophisticated solutions that BUs don't use. Cause: use case selection driven by technical interest rather than business value. Fix: require every use case to have a named BU sponsor who has committed to adoption. The AI Champion network is the mechanism for generating these sponsors.
Failure 4: The Japan/Korea Cultural Mismatch Symptom: Japanese or Korean staff avoid using AI tools despite formal approval; usage metrics are low. Cause: in hierarchical cultures, using AI tools — especially for tasks traditionally done manually — carries implicit risk of appearing lazy or disloyal. There is also genuine anxiety about job displacement. Fix: explicit senior leadership endorsement ("I use these tools; I want you to use them too"), public recognition of AI Champion contributions, and an explicit "AI augments, not replaces" communication from HR. In Japan, the nemawashi process means that tools launched without prior consensus-building at the team level will face passive non-adoption. Run pilot user sessions with ringi-like buy-in before broad rollout.
Failure 5: The Data Quality Reckoning Symptom: AI tools fail to deliver predicted value because the underlying data is incomplete, inconsistent, or siloed. Cause: AI capability was built ahead of data infrastructure. Fix: the Data Readiness Assessment should be a prerequisite for CoE use case approval, not an afterthought.
