AI Governance

The frameworks, policies, and controls that organizations apply to ensure AI systems are deployed safely, ethically, legally, and aligned with business goals.

AI governance is the operational discipline of deciding which AI systems your organisation will deploy, under what conditions, with what controls, and who is accountable when something goes wrong. Practically it comprises four layers: **policy** (written rules — acceptable use, data handling, prohibited use cases), **lifecycle controls** (gates for approval, evaluation, and decommissioning), **monitoring** (logging, drift detection, incident intake), and **accountability** (named owners, escalation paths, board-level reporting). Governance is distinct from AI ethics — ethics names the normative questions, governance is the machinery that makes decisions on those questions repeatable and auditable.

The regulatory landscape in 2026 is finally concrete. The EU AI Act is in force with risk-tiered obligations and prohibited-use categories. Japan's AI Bill (effective 2026) takes a lighter-touch, industry-led approach with mandatory incident reporting for high-impact systems. Korea's AI Basic Act entered force in 2026 with transparency, human-oversight, and labelling requirements. Singapore's Model AI Governance Framework (Gen AI version, 2024) remains the most implementation-oriented voluntary framework in APAC. China has layered generative-AI measures, deep-synthesis rules, and algorithmic-recommendation regulations from CAC. Every APAC mid-market enterprise now operates under at least one binding regime.

For APAC mid-market teams, the right posture is **lightweight-first governance that scales up per system**. A single-page policy plus a risk classification (low / medium / high) plus named owners for each deployed system covers 80% of the requirement at 20% of the bureaucracy. High-risk systems (anything consumer-facing, anything making decisions about people, anything handling regulated data) earn heavier controls: mandatory pre-launch evaluation, model cards, red-teaming, human oversight, logging with retention. The non-obvious failure mode: **governance-as-PDF**. A written policy that no operator consults during day-to-day decisions is governance theatre — it satisfies audit but does not change behaviour.
