Every model deployment that touches consumers needs filing, and most enterprise rollouts trigger at least a Personal Information Protection Impact Assessment (PIPIA).

Mainland China is the largest enterprise AI market in our coverage by a wide margin.

IDC sized the Mainland AI software market at US$14.7 billion in 2024, growing roughly 28% year-on-year, with mid-market enterprises (RMB 100M–RMB 2B revenue) accounting for about 22% of that spend.[^1] The Cyberspace Administration of China (CAC) had registered 188 generative AI services for public-facing use as of January 2025 — the highest official model count of any single jurisdiction.[^2]

The domestic vendor stack is deep. Alibaba Cloud's Tongyi Qianwen, Baidu's Wenxin Yiyan, ByteDance's Doubao, Tencent's Hunyuan, DeepSeek, Moonshot's Kimi, and 01.AI's Yi cover most enterprise workloads. Inference pricing on the Mainland stack is roughly 40% to 70% cheaper than equivalent international models for Chinese-language tasks. Domestic vector databases (Zilliz Milvus, Tencent VectorDB) and orchestration tools (Dify, FastGPT) close out the stack.

Talent supply is genuinely abundant. The MIIT counts roughly 230,000 working AI engineers in Mainland China, with Tsinghua, Peking University, Fudan, and Zhejiang University producing the largest annual cohorts.[^3] Mid-market hiring is competitive but not blocked.

Cross-border architecture is feasible but adds 6 to 12 weeks of compliance work and roughly 20% to operating cost. Five frameworks you cannot ignore.

  1. Personal Information Protection Law (PIPL) — China's GDPR equivalent. Personal data localisation, explicit consent, and Standard Contract or CAC security assessment for cross-border transfer.
  2. Cybersecurity Law (CSL) and Data Security Law (DSL) — set the network-security baseline and the data-classification regime (general / important / core).
  3. CAC Generative AI Service Measures (effective August 2023) — any consumer-facing generative AI product needs CAC filing within 10 working days of launch. Enterprise-internal use is exempt but should still document training-data sources and content-safety controls.
  4. Algorithm Recommendation Provisions (2022) — applies to recommendation, ranking, and personalisation systems. Algorithm filing required.
  5. Local Cyberspace Bureau guidance — Shanghai, Shenzhen, Beijing, and Hangzhou each issue supplemental rules; the Shenzhen Pudong AI legislation (2024) is the most permissive for sandbox pilots.

Practical engagement implication. Every Mainland engagement starts with a PIPIA and a data-classification map. Production deployments touching personal data get a CAC pre-filing review even when filing is not strictly required — the cost of a CAC takedown midway through a rollout is far higher than the two weeks of upfront documentation.

Working languages

Working languages.

Mandarin (Putonghua) is the primary working language for all Mainland engagements. Project documentation is delivered in Simplified Chinese by default, with English versions produced for international parent companies on request. Workshops, executive briefings, and engineering pairing sessions all run in Mandarin.

Where a Mainland engagement spans a Hong Kong, Taipei, or Singapore office, we run dual-language documentation (Simplified Chinese + English). Cantonese is available for Greater Bay Area cross-border sessions.

Do you have a Mainland-registered entity?

Yes. We invoice in RMB and issue fapiao through our Shanghai-registered service company. This is a hard requirement for Mainland enterprise procurement.

Can you build on the domestic AI stack — DeepSeek, Tongyi, Wenxin?

Yes. Roughly 80% of our Mainland builds run on domestic models. We benchmark domestic vs international model performance on your specific workload during the diagnostic.

How do you handle CAC filing for generative AI products?

We prepare the technical filing package (training-data sources, model card, content-safety controls, red-teaming logs) and walk it through with your legal team. Filing submission is your team's responsibility; we provide the full document set ready for upload.

What if our parent company is overseas and needs data visibility?

We design data-export pipelines that meet the PIPL Standard Contract requirements: personal data is anonymised or aggregated before export, and the export schedule is filed with the local cyberspace bureau. Setup adds 4 to 6 weeks to the timeline.

Do you do work for state-owned enterprises?

Not currently. Our focus is on private-sector and joint-venture mid-market firms.

How do you compete with domestic consultancies on price?

We do not compete on Day 1 build cost. We win on programme outcome — production rate, governance quality, and cross-border architecture. Pure domestic builds where governance is not a constraint may be better served by a local integrator.
